When you perform that test by creating a new Function and then pressing the Enter key, open the Windows Task manager and in the details tab sheet, sort by CPU. Any modern CPU i3, i5 or i7 4th+ generation will run the IDE well. I will recommend at least 8GB ram in a development machine (more is much better) as the installed SQL Server Express database benefits from that. SSD drives will also make things run much faster.
