That sounds like in your VLF-WIN application you have an IIP (ie: your copy of UF_SYSTM) that is calling the server setup up function in its redefined avMAINWindowReady method? This also means that you have to reestablish a L4Web job's required execution state on every single interaction.
The classic example of this is the job's library list.
If you change it on the first request you cannot be sure it will be the same on the next request.

VLF authority is only designed to go down to individual command handler level.
To control authority within individual command handlers you could use custom properties.
Custom properties need to be set individually for each user- they are not inherited from any groups the user might belong to.
