I think a better way that we could work with multiple layouts to have the designer only show the controls (objects) on the current "active" layout.
Also enable dragging objects from the outline view to the designer.
Then when we create a new layout, it becomes active and any current objects on the designer are automatically hidden.
Then we could drag our objects from the outline or repository, to the new layout on the designer. If the object is from the outline, it would use the existing definitions and simply create a new layout item.
Viewing the the different layouts would be a simple change of the active layout in the layout menu on the ribbon bar.
