Horizontal scroll not working for List within a Popup

I have a list (PRIM_TBLO) within my Popup (PRIM_PPNL) but the horizontal scroll doesn't seem to be working.
I have more columns in my table than can be displayed within the defined width of my Popup.
When I'm working with the Popup within Visual Lansa editor, there is a horizontal scroll bar, but not when it is deployed and accessed within the Framework.
Note that my PopUp ("Customer Search") with the list is being called by another Popup ("Add/Maintain"). The "Add/Maintain" Popup is being
called by a #VF_AC010O command handler.

I guess I shouldn't have assumed the horizontal scroll bar would appear before displaying data in the table. Once there is data to display, the horizontal scroll bar appears!
