I screwed up.
Apparently I had a brain meltdown and finished a task before checking in the components.
The components ARE NOT on the iSeries Master.
The VL IDE says I can't open them because they are not checked out. I can't check them out, because they don't exist on the iSeries.
Is there anyway to force the IDE to open a component without a checkout so that I can check it in under a different task?

Can you get partition security access? You can open and check anything you want in with that.
Alternately, you could edit the task file manually and set the task back to WRK. DC@F75. Then refresh system initialization.

Ahh, I forgot about the PSO.
I was able to use the PSO to get everything checked in and back to normal.

Basically you log in as the Partition Security Officer (PSO). This is typically XXXPGMLIB user that was created during the install.
