Is there a way to detect in MODELB (IIS web server) if the subsystem is down?

Below is LANSA error message page when the subsystem is down.

The goal is to change the error message (screenshot above) from LANSA to the MODELB IIS.

Is it possible to detect it through webconfig from IIS. Below is the IIS Webconfig for dll.
