Why try to grab *EXCL lock on PF when recreating OAM?

If I want to recreate an OAM for a LANSA file, the file can't have any locks. Why is that necessary? I needed to update a validation message and couldn't do it because the users were on the system.

LANSA Other files will recompile the OAM without an *EXCL lock.
